Traffic management is a critical aspect of any construction or event project that involves roads, footpaths, or public spaces. Why are those cones there?

Not many people realise the level of planning that goes on behind the scenes before any cones are laid out on the road.

Once we have received a request from a client to produce a Traffic Management Plan (TMP) to protect their workforce whilst working on the roads, several things must happen.

First, a Contract Manager or Senior Supervisor will visit the site and conduct a site survey risk assessment (SSRA) and gather all the information necessary so that the Traffic Management Designer back in the office can start their work.
Once the Traffic Management Designer has all the information, they can start the process of preparing the Temporary Traffic management Layout Drawings (TTMLDs) which are just one element of a TMP. To complete the TTMLD the person preparing the drawing will need to ensure that it complies with current legislation in The Traffic Signs Manual (2019) and any local byelaws.
On completion the drawings are then presented to the senior Traffic Management Designer (Contract Manager if they have a Traffic Management Design qualification) for checking and approving.
The Contract Manager will then prepare the Job Pack which includes a Risk Assessment and Method Statement (often referred to as RAMS), Loading List of equipment, and crew briefing notes. This all forms the TMP and is given to the Temporary Traffic Operations Supervisor (TTOS) prior to deployment to the site.

The Traffic Management Designer is a person that usually has an Engineering background and has attained qualifications in traffic management design.

The Traffic Signs Manual provides detailed tables specifying how and where equipment is to be used, including where cones are set out, what size they must be, and how far apart they must be.
